The primary mission of the University Library is to support the teaching research, learning, extension service and cultural endeavors, cost- effective, and innovative information services and programs.
GENERAL OBJECTIVES
To provide adequate, timely and relevant information resources and innovative services that support the full spectrum of teaching, learning and research needs of the University community.
LIBRARY RULES
The Library's prime purpose is to provide services, resources, and facilities for all the UE community users. Like any shared facility, It is necessary to have some rules and regulations to ensure that the best possible environment for study and research is provided for all users. Library users are expected to observe the UE library Rules and Regulations as st out below.

• All bonafide UE students
• UE Faculty / Employees
• UE Officials
• UE Alumni
• Other Researchers (subject to approval)
REQUIREMENT/S FOR USING THE LIBRARIES
• All bonafide UE Students
• The current ID Card is required for all transactions with any unit of the University Library.
• The ID is non-transferable. Anybody caught presenting an ID that is not his/her own shall be subject to the following sanctions:
1st Offense : Warning
2nd Offense : To be meted by the Students Affairs Office (SAO) based on a report to be filed by the Library.

• UE Alumni (on-premis use only)
• Valid Alumni ID card
• Other Researchers
• Non-members of the UE community are required to pay an access fee of twenty pesos (Php 20.00) per visit per person for the use of materials or other facilities, except multimedia and Internet.
• Referral letter and valid school or office ID must be presented.
• All library materials shall be for room use only.
• During major examinations and semestral/summer break, the Library will not accommodate outsiders.

• Books should be returned or renewed on time at the counter from which they were borrowed.
• Renewal of book loans is allowed except when other users need the material, or when it is overdue.
• Any book/material on loan is subject to recall at anytime whenever necessary.
• All overdue books should be returned immediately upon recall.
• Reference books, Filipiniana, and Serials are for room use only. With permission, they may be taken out for maximum of thirty (30) minutes for photocopying.
• Reserve books may be borrowed for overnight use from 2:00 PM and must be returned at 9:00 AM the following day.
• Two weeks before the final examinations, all books are for room use only.
FINES FOR OVERDUE MATERIALS
1. Reserve books and items for photocopying, i.e., Reference books, Filipiniana and Serials
Php 10.00 per HOUR, or fractions therof for the first day ( computed up to closing) and Php 10.00 for each succeeding day including Saturdays, Sundays and holidays thereafter.
2. Circulation books
Php 10.00 per day, counting Saturdays, Sundays and holidays.
3. Education Laboratory School Library
Php 10.00 per day, counting Saturdays, Sundays and holidays.
LOSS OF BOOKS
A lost book shall be replaced with the same or later edition of the same title and the corresponding fine must be paid. If replacement is not possible, the borrower shall pay 150% of the current price of the book, plus binding cost if appropriate, and fines, which shall be computed up to the day when the obligation is settled.
REFERRALS TO OTHER INSTITUTIONS
Students or Faculty members who need to consult other libraries or information centers may request the Director of Libraries for the issuance of referral letters to the institutions of their choice.
LIBRARY CLEARANCE
All patrons whose library records are not cleared by the end of each semester/summer will not be issued their clearances.
All faculty members must secure a library clearance at the end of each semester/summer.
All regular employees who will be on leave for a month or more must secure a clearance from the library.
LIBRARY PROPERTY
Writing on books, library tables and chairs, theft of any library materials, tearing of pages and all other mutilation of books and other materials beyond reasonable wear are strictly prohibited and subject to disciplinary action. The penalty shall be as prescribed by the Student Affairs Office to whom a report shall be sent by the Library.
Removal of library materials or property from the library premises and installing/altering/deleting programs or utilities without authorization shall be dealt with appropriate disciplinary action.
CONDUCT IN THE LIBRARIES
Proper conduct is expected of everyone at all times. Anyone causing a disturbance will be asked to leave the library.
In units where the open-shelf system is adopted, users are required to deposit their personal things, except money and valuables at the baggage/control counters.
Cell phones must be turned off upon entering the library.
Deliberately concealing or misfiling library materials in the library for the exclusive use of an individual or group is prohibited.
Seats may not be reserved. The library staff to make room for other readers shall remove anything left on the reading tables for this purpose.
Eating, smoking, drinking, littering and loitering are strictly prohibited.
Readers services shall cease 15 minutes before the indicated closing time in order to enable the staff members to put the library in order for the next day's work.
Violations of the Rules of Conduct shall be reported to the Student Affairs Office for disposition and recording.
