The Disposition of Tuition Fee Incremental Proceeds, SY 2005-2006

Tuition Fee Increase

In school year 2005-2006, the tuition fees were increased as follows:
For incoming freshmen:

15% — all Colleges except Law and Dentistry, Graduate School, computer subjects in the College of Computer Studies and Systems (CCSS), Computer Engineering and BS Information Technology, Caloocan Campus
10% — Colleges of Law and Dentistry and the Graduate School
5% — computer subjects in CCSS, Manila and BS-IT, Caloocan

For upper-year students:
Ranging from 5% to 12%, depending on the year level — Colleges of Arts and Sciences, Business Administration, Engineering, Fine Arts, non-computer subjects in the College of Computer Studies and Systems, and BSIT, Caloocan
Ranging from 2% to 6% — computer subjects of the CCSS, and BSIT, Caloocan
Ranging from 3% to 12% — College of Education
5% — Colleges of Law and Dentistry
10% — Graduate School
8% — Institute of Technical Education

In the Elementary and Secondary Laboratory Schools, the tuition fees in Grade 1 and First Year were both increased by 15%. In the upper years, the increase ranged from 0.4% to 10%, depending on the year level.

Disposition of the Tuition Fee Incremental Proceeds

The tuition fee incremental proceeds for the school year amounted to P38,962,483.93, after adjustments for uncollected student accounts, tuition fee increase pertaining to cross-enrollees and collections on student accounts previously written off.

1. In compliance with Republic Act 6728, 70% of the tuition fee incremental proceeds, amounting to P27,273,738.75, was earmarked for the improvement of salaries and fringe benefits of faculty members and employees except school administrators who are majority stockholders of the University.

The salary increase was equivalent to 8.21% of the hourly rates/monthly salaries of faculty members and employees as of May 31, 2005. The salary increase, retroactive to June 1, 2005, was paid in three tranches: 4% in August 2005, 2% in December 2005 and the residue of 2.21%, after the final computation to include the incremental proceeds for the 2006 summer term, was paid in the first week of August this year. The increases were integrated into the basic hourly rates/monthly pay effective the payroll period ending August 15, 2006.

In addition to the salary differentials, each regular faculty member and employee received a lump sum amount of P9,171.62, representing their share in vacant plantilla positions and tuition fee increases collected from cross-enrollees.

2. Also, in compliance with RA 6728, 20% of the tuition fee incremental proceeds, amounting to P7,792,496.79, was allocated for the improvement of school facilities.

During the year, the University spent P88,876,550.27 for the following:

—Acquisitions of computers and accessories, furniture and fixtures, air-conditioning units,
dental, engineering, laboratory and other equipment > P47,270,820.84
—Major renovations and improvements of school facilities > P10,161,164.43
—Repairs and maintenance of equipment and facilities, including repainting of school
buildings > P31,444,565.00

Total > P88,876,550.27

From SY 2000-2001 to SY 2005-2006, a total amount of P381,524,043.27 had been spent for the improvement of school facilities. The cumulative amount of tuition fee incremental proceeds for these years allocated for the purpose amounted to P304,496,784.29. The excess of P77,027,258.98 was mainly funded from the remaining 10% of the tuition fee incremental proceeds that are supposed to be the share of the stockholders as return on their investments.
