UE CEng’g Caloocan Grad is 2018 Bagong Bayani Awardee!


Engineer Mario Aguilar Balboa, PECE, ACPE, ASEAN Eng., a 1992 Bachelor of Science in Electronics and Communications Engineering graduate of the UE College of Engineering-Caloocan, has been hailed as the 2018 Bagong Bayani Awardee for Outstanding Employee. He was awarded last June 7, 2018, at the Philippine International Convention Center (PICC) in Pasay City.

Organized by the Bagong Bayani Foundation, Inc. with the Department of Labor and Employment (DOLE) and the Philippine Overseas Employment Administration (POEA), the Bagong Bayani Awards is a worldwide search for the country’s outstanding and exemplary overseas Filipino workers (OFWs). Per the Foundation, the award aims to recognize OFWs for their efforts in fostering goodwill among peoples of the world and enhancing the image of the Filipino as a competent, responsible and dignified worker, and greatly contributing to the socio-economic development of the country as a whole.

The Riyadh, Saudi Arabia-based Engr. Balboa has been with Saudi Telecoms, one of the largest telecommunications firms in the Middle East and Africa, serving as its Senior Business Consultant-Analyst from 2004 to 2009, and Senior Product Development Manager and Technical Adviser from 2009 to the present.

In the Philippines, he was a part of Eastern Telecoms from 1995 to 2004, serving as Telecoms Engineer, Senior Business Analyst, and Department Head for Operations and Maintenance.

Engr. Balboa pursued further studies while in Saudi Arabia, earning a Master’s degree in Business Administration. He also took courses in decision-making, marketing management, human capital management, information and telecoms technology, and understanding and managing organizations. In addition, he graduated valedictorian for the crash course “Financial and Managerial Accounting for Non-Accountants.”

He is the Founder and Chairman Emeritus of the Philippine Council of Engineers and Architects (PCEA-KSA), an umbrella organization of multiple Filipino engineering and architectural organizations in Saudi Arabia, the main purpose of which is to safeguard and administer the professional development of Filipino engineers and architects.

He is the Founding President of the Institute of Electronics and Communication Engineers in the Philippines (IECEIP), KSA Chapter, in 2010. During his term, the IECEP won five awards as the Best and Most Outstanding Foreign Chapter from 2013 to 2017. Engr. Balboa himself was recognized by the IECEP as Most Outstanding Electronics Engineer in October 29, 2016, at the Institute’s Annual General Membership Convention.

He had also been given the Presidential Citation by the Philippine Technological Council in September 2016, and was recognized as a Western Union “Heroes for Better” awardee as an Outstanding Filipino Migrant Professional in Saudi Arabia.

On June 23, 2017, Engr. Balboa was feted by the Professional Regulation Commission as Most Outstanding Professional of the Year in the field of Electronics Engineering at The Manila Hotel. It was his second award from the PRC, who recognized him for his Outstanding Achievement as a Filipino Migrant Professional in 2015.

As a recipient of the Bagong Bayani Award for Outstanding Employee, Engr. Balboa’s name will be etched with those of past awardees on the Bantayog ng mga Bagong Bayani or BBA Wall of Fame at the grounds of the Philippine Overseas Employment Administration (POEA) in Mandaluyong City.
