UE ROTC Alumnus Promoted to AFP Brigadier General


BGen Joseph Garnica Sevilla, a 1969 UE Bachelor of Business Administration graduate and a UE Knights Inc. alumnus, was promoted from the rank of Colonel to Brigadier General in the Armed Forces of the Philippines last March 5, 2010, at the AFP Headquarters in Camp Emilio Aguinaldo, Quezon City.

BGen Sevilla began his military career in the UE ROTC Basic and Advanced Course, graduating in 1968. He then went on to Army Provisionary 2Lt Training.

He was called to active duty on June 1, 1972, assigned in Sulu and Cotabato as a Platoon Leader and Executive Officer of the 11th and 12th Infantry Batallions (11IBn, 12IBn) of the 3rd Infantry Division (3ID) of the Philippine Army (PA). On July 1, 1973, he was assigned as Company Commander, 12IBn, 3ID, PA, in Cotabato and Lanao, which lasted up to November 30, 1976, and resumed from June 15, 1977 to July 19, 1978. From January 2, 1981 to December 1, 1987, he was a Provincial Home Defense Center Commander, Intelligence Officer and Citizens’ Military Training (CMT) Commandant of the Army Reserve Command (ARESCOM).

His most recent significant post prior to becoming Brigadier General was as Brigade Commander of the Technical Service Brigade (Reserve) of the AFP Reserve Command (AFPRESCOM), from August 1, 2005, to March 1, 2010. Prior to that he was the Assistant Chief of Staff for Operations and Training (G3) of the 131st Infantry Division of the Philippine Army, from January 1, 1995, to December 31, 1997; and had been the Group Operations and Training Officer (S3) of the AFPRESCOM’s Public Affairs Group, from Jan. 21, 1993 to Dec. 31, 1994.

BGen Sevilla has received various military awards and commendations in his nearly 40-year military career. Among them are 18 Military Merit Medals, 12 Military Commendation Medals, nine Anti-Dissidence Medals and three Bronze Cross Medals. BGen Sevilla has also received the prestigious Commanding General Plaque of Merit for Academic Excellence.

BGen Sevilla also served as Provincial Board Member in his native province of Bohol from 1987 to 1992, during which he was reverted from Major to inactive status vis-à-vis the Army. He was called to military duty anew in 1992, later promoted to full Colonel before assuming his aforementioned Brigade Commander post.

A native of Cantamis, Loon, Bohol, BGen Sevilla also earned a Bachelor of Public Administration degree from the University of Manila in 1971 and the Bachelor of Laws degree from Bohol’s Divine Word College (now the Holy Name University) in 1986. He is also a candidate for the Master in Business Administration degree from the University of Bohol.

Among his 12 completed military courses are the AFP Command and General Staff Course and the AFP Joint Service Command and Staff Course, both of which he completed in 1995 at the Fernando Air Base in Lipa City.

A testimonial dinner was hosted in his honor by the UE Knights Inc. on July 30, 2010, 6 p.m., at the Wack Wack Golf and Country Club in Mandaluyong City.
